Claiming a deputy touched his chest in a “sexual” manner, a male Wyoming jail inmate on Jan. 1 sued Platte County Detention staffers and demanded $2 million in taxpayer funds. Â
Johnny Emmanuel Otero, from the jail in Platte County, alleges in a handwritten lawsuit complaint filed in the U.S. District Court for Wyoming that a jail deputy touched his chest in a “sexual” manner and drew on his neck with a pen. Â Â
Platte County Sheriff David Russell told Cowboy State Daily in a Friday email that when Otero first accused the jail deputy of the advance last summer, investigators determined the report was unfounded. Â
“Our agency looked into the report and found it was unfounded, and as such Mr.Otero was charged with false reporting,” said Russell. Â
Otero now alleges that his false reporting ticket was an act of retaliation. Â
“I’m requesting relief in the sum of 2 million dollars for damages and a temporary protection order on (the deputy),” wrote Otero in his complaint. Â
Russell said Otero is in jail for felony stalking, criminal entry, violation of a valid protection order, fleeing or attempting to elude law enforcement, and interference with a peace officer. Â
